5. Department of Legal Affairs in the Field of Inspectorial Supervision, Planning, Human Resources and Information Technologies
This Department performs tasks related to: participation in preparation of laws and other regulations within the part which regulates inspection affairs; creation of professional basis and giving initiative to amend laws and other regulations in the field of inspection; establishment and development of international and regional cooperation with organizations and institutions dealing with inspection affairs; coordination of the EU accessing process; establishment of the process of harmonization of the legislation in the field of inspection with international standards and particularly legal system of the EU; preparation and implementation of the Integrity Plan; coordination of the process of programming, monitoring and evaluation of the EU pre-accession assistance (IPA funds); representation of the Administration before judicial authorities in proceedings brought before competent courts; providing professional and other kind of assistance related to inspection; analysis of comprehensive statistics and preparation of analytical reports; human resource development, cooperation with Human Resource Management; analysis of the existing human resource potential; development and maintenance of the unified information system; defining functional models and modelling of information system operating processes; integration of new information system components; website updates; definition of development plans and strategic goals in the management of human resources; as well as other tasks within its competence.
5.1. The Sector for Legal Affairs
The Sector for Legal Affairs performs tasks related to: participation in preparation of laws and other regulations within the part which regulates inspection affairs; creation of professional basis and giving initiative to amend laws and other regulations in the field of inspection; establishment of the process of harmonization of the legislation in the field of inspection with international standards and particularly legal system of the EU; providing professional and other kind of assistance related to inspection; giving instructions and explanations regarding the implementation of regulations which are under inspection; representation of the Administration before judicial authorities in proceedings brought before competent courts; making reports within the scope of work of the sector; carrying out a procedure upon the request of parties; keeping records and submitting reports from its scope of work; preparation and submission of data from the scope of work of the sector which are necessary for the website updates; as well as other tasks within its competence.
5.2. The Sector for International Cooperation, Analytics and Information Technologies
The Sector for International Cooperation, Analytics and Information Technologies performs tasks related to: establishment and development of international and regional cooperation with organizations and institutions dealing with inspection affairs; preparation of agreements of cooperation with regional and international institutions and organizations in the field of inspection control; monitoring comparative experiences in order to implement international standards, instruments and recommendations; coordination of the EU accession process at the level of the Administration for Inspection Affairs; establishment and realization of cooperation with international donors and participation in project development and joint programmes; monitoring implementation of projects funded by IPA at the level of the Administration for Inspection Affairs; preparation and realization of participation in international conferences, seminars and workshops; keeping records of activities at the regional and international level; implementation of strategies, plans and methodologies in inspection field; identification and implementation of strategies, plans and methodologies in the field of inspection; monitoring development and functioning of the Administration for Inspection Affairs; preparation and implementation of the Integrity Plan; making plans and other documents and materials and their consolidation; observing and analyzing trends and other indicators relevant for effective and efficient functioning of the Administration for Inspection Affairs; data processing and submission of reports to competent authorities, which present basis for proposal and taking adequate measures in work; organizing surveys and other forms of questioning employees in order to get opinion on specific issues which are important for work of the Administration for Inspection Affairs; making analyses which are necessary for goal defining; preparation, editing and production of publications and other information materials from the scope of work of the Administration for Inspection Affairs; pointing out the tendency in development of certain forms of illegal actions of the subjects of supervision; preparation and submission of data from the scope of work of the sector, which are necessary for website updates; implementation of strategies, policies, programmes and procedures for development and maintenance of the information system; design, development and maintenance of the information system; improvement of the information system; analysis and control of automated data processing, making proposals and taking measures for improvement and increase in the information system efficiency; defining functional models and modelling of information system operating processes; proposing and drafting new reports; keeping up-to-date records and documentation of applications and software solutions for the information system; testing system components; creating guidelines in accordance with software applications; database maintenance; development of procedures and rules for generating data backup; creating accounts for the access to the database, as well as tasks related to the database safety; monitoring database availability; optimization of the database; providing training to the end users of the administration; website update; as well as other tasks within its competence.

The Sector for Human Resources performs tasks related to: human resource development; preparation, that is, programme proposal and monitoring the trainings and education of employees and inspectors in cooperation with Human Resource Management; defining development plans and strategic goals of the management of Human Resources of the Administration; proposal of policies on Human Resource management in the Administration; monitoring the activities related to education of human resources; analysis of the existing human resource potential and proposing measures for their promotion; proposing measures for improving motivation of employees; as well as other tasks within its competence.
